In earlier years of operation, EMPDE was running its operation in a scattered manner using the existing duplicating machines and later the number of duplicating machines increased depending on the printing needs of the Country. EMPDE was re established in 1984 E.C by Proclamation No. 286/1976 under the Ministry of Education.

Since then location was shifted from Mexico square to Shiro Meda, in front of American Embassy and an independent budget was allocated by the Government to the Enterprise. The new assignments of the Enterprise, as per the new Proclamation, in addition to Printing were: undertake Local Purchases as well as Foreign Procurement, and Chalk Manufacturing, and Vehicle Maintenance, Wood/Metal works, Educational Materials Production.

In the mean time it was found necessary to locate all factories in one location for the sake of efficient management and control. Consequently, all the factories were brought together to woreda 17, kebele 21 near ILRI where it is found now.

In line with the new economic policy of the Country, EMPDE is currently restructured as an autonomous public enterprise independent to the Ministry of Education but under the supervision of the Public Enterprise Supervisory Authority as per the decision of the Council of Ministers No. 50/1999.
